maxing out a driver

I am a NOOB , trying to get a parts list together for a DIY CREE 3500K OR 4000K CXB3590 build. Looking at an active cooled bar configuration, I'm starting off with 1 bar and will be adding more bars to it as time goes on. My question is what is the better all around setup for driver to cob...
