There's new growth that started about a month ago. It's only out of the tops of some colas. I've seen foxtails(she has those too), but this is new to me. Any ideas why?

Quick question for you guys? My plant is foxtailing bad. It's been 12 weeks. The foxtails are still stacking and putting out new pistils. I don't see any new pistils on the rest of the buds. What's the consensus on harvesting while still foxtailing?
