so what do you suggest I get?
Find something with at least 3w chips and try to keep it as close to the plant as you can also a red to blue ratio of 5:1 I find best for flowering the problem is that sometimes you just get a strain that does not like led also most cheaper led lights use mainly 330nm red leds as they are cheaper, now some strains love them and others like the more expensive 660nm "deep red" leds

My advice ? Either research what strains your going to use and what leds your panels have or get a plant that is proven to grow under both also a better led light would not hurt but if you want a cheap fix

Get some 2700k cfl`s on it to help out the led

I`m lazy so I just buy 105w 2700k bulbs that fit in a normal screw type fitting also move your light as close as you can to the top of the plant, that should help.

Edit* oh boy when you said 450 quad band led I thought you meant 450w not them panels with 450 leds there only 14w and they suck I mean there great for clones that are still rooting and seedlings but a 30w cfl will do a better job. I think it`s safe to say you wasted your 60 bucks unless you want to grow basil in your kitchen or grow seeds and clones for a week or 2 under it.
