germinating seeds from 1994-2003

Hi, I started collecting seeds in 1994. Grew some over the years but haven't grown anything since 2003. I have a bunch of seeds left and recently I tried to germinate some. I tried el nino and great white shark from greenhouse in 1998. Istarted soaking in water for 2 days then paper towels for 2 weeks.

Now I am putting them in a pump sprayer with a solution of b1, gib acid, dmso, humic/fulvic acid. I got the recipe and it was for a germination bomb using an airstone in an airtight jar. I use the pump sprayer all pumped up instead. 2 day then into paper towels for 2 weeks and nothing. Cracked some by hand after soaking and nothing.

I have some stuff that's not around anymore and some old time stuff that is not the same anymore. I just put 7 sol sweet blue seeds in the pump sprayer.

I can post pics but I want to know if it's safe, no metadata etc.

Help!

They either pop or they don't. How they were stored makes a big difference I'm getting around 80% on 8yr old seeds sealed in the fridge.
