While the damage looks almost like leaf miner damage but not quite, it's obvious the bugs shown aren't leaf miners.

Looks like it. Found these pics online. Those clear balls are the eggs. I think your initial assumption was correct. Tho these look kinda transparent to the ones in your pic.

Definitely looks more like that. The big tent only has a few weeks left to go so the fear of them spreading over there is slightly less but not zero.
There's nothing in the small tent that couldn't be purged/torched including the only clones of the flowering plants I have.
