Canada. That's all I can say. There should be enough info in what I've posted to get you on the right track.
It is. Except for cost. You need a machine bigger enough to coat large PCBs or multiple PCBS at a time, and those machines cost a lot of money. We already looked into it. It is also a bastard to remove if you ever need to work on the PCB after it has been coated. It's simply not cost-effecitve for your industry (yet), otherwise everyone would be doing itI've done some research and concluded that Parylene is the best conformal coating for LED PCB. I will not say which type or how either.
