Seedling box

I'm thinking about putting together a small low $ plywood box out of materials I have on hand. I needto work towards getting a proper seedling environment made that I can (eventually) successfully control, and grow my seedlings out for the first 10-14 days every time. It'd be uninsulated, and as of right now ( and using this light) I'm spitballing it @ 16"W x 16-18"H x 28-30" long. The reason for the length is... I have two under the cabinet type of single 2' fluorescent bulb fixtures, and I was thinking of using just one of those with a plant bulb as the light source for the aforementioned box. Initial Sizing is also based on a 10"x20" seeding mat, and a 11"x22" tray for rapid rooters with a dome. Questions are...

1. Is that single 2' fluorescent enough light? I'm thinking hell no , not even close if put over a propagation dome, but?
2. Do I even need a dome for seeds? It seems to be a debatable.
3. Will it get too hot in said box with the mat and the 2' fluorescent without a fan?
4. Should a box like this be lined with something reflective...
and would that reflection bandaid the fluorescent light enough to do the job?
