Seedling Drooping Bad. Need some help

First time growing. Plant is under LED for this photo
I was out of town when it came out of the soil but I planted it 12 days ago.
Its been in about 82 F in the tent and usually around 60% RH.

Everything was going decent but I posted 2 days ago and I had some people saying I could be overwatering and that the light was too close ( was 1ft)

I moved the light up to about 30 inches from the top of the plant and that's dropped temps a little to 82F avg.

Anyways its hard to tell if its really damp because of the covering around the soil but the top 75% of the soil I always let dry out completely. I also feel that I water lightly. The bottom sometimes feels kind of damp but honestly feels pretty dry to me. when squeezing it it cracked a little bit so now its a little bit loose at the bottom.

Since many people said overwatering I barely watered the plant yesterday even though the top 75% was definitely bone dry and I was still inconclusive about the bottom.
I woke up this morning to the leaves looking like they wanted to fall off.

It felt bone dry this morning so I watered with the spray bottle.

I guess I could still be overwatering but I will attach the image of the spray bottle I have been using to water the last 12 days. I have not refilled it but It was completely full when starting the grow. (this shows how much I've watered the past 12 days. Please let me know what I should do moving forward.
Also will the seedling recover from this?
Waiting on PH tester for water. Medium is Pete moss jiffy pellet
