More light and some nutrients for the plant to utilize would help too.
At 3 weeks that plant should be much bigger.

Well I assume it's the fact the plant is starving to death... Seed embryos have about a 2 week food supply. Your soil looks less than nutritious... It looks like your plant spent all it had growing that stretched stem looking for light that just isn't there.Awesom

How long and how much of that have you been feeding it. Can you take a pic of the back so we can see what's in it. And Definately needs better soil, I don't know what that is but really looks like crap.I have been using this seaweed stuff
I dipped my finger into the fine powder and retired it into 600ml of water I sprayed everything with this once a week and I started using this after it was stunted a bit by over watering so I water twice a week now or if it is dry and every second water is a bit of plane tap water then a few sprays of that seaweed stuffHow long and how much of that have you been feeding it. I put more light on her this morning 3X23watt cool daylight and a 23watt warm white hope to see some good changes tomorrow. That plant isn't worth saving in it's current form. Best bet would be to just end the poor things life and start over. Try reading as much information as you can about growing cannabis before you try again. Cheers
You really don't need much more than one CFL for a just popped seedling. As long as the temp at the plant level is reasonable it will be fine. What you do need is air circulation though. The moving air is good for the plant in many ways including helping to evaporate the medium you are using. Over saturation is the main cause of trouble for people just getting started in this business. You want to play with it and water it all the time. Just water when it's mostly dry and leave it alone otherwise. My 2 cents anyways. Also you should start in something much smaller like a small cup with holes poked in the bottom. Or just buy some seedling trays.
