1ml isn't very much. It would depend on the nutes you're using but I don't know of any fertilizer that can be diluted to 1/1000 strength. When brewing tea for example, most Guanos are diluted to 1/100 for FULL strength. Using the 1ml/L you proposed would dilute Guano teas, at least, to 1/10 strength. This level of nutes is about what I'd reccomend for baby plants just getting their 3 bladed leaves.
