I'm with this guy. Clones sometimes will wilt a little bit, but I only get this usually right before they root. I wouldn't be suprised if it was the heating mat or whatever you got going on.
I would have to think your plant used up most of the nutes in that soil. Should have probably went to a larger pot sooner. Don't know if you will be able to save the leaves that are half dead, but new growth should be good as long as you used a decent sized pot.

I never water before transplant. It's much easier to remove soil from a container that is dry then to try to remove it wet.
Do water it after you put it in a bigger pot though.

Just check to see what's causing it. Turn off your main breaker and watch your meter, see if it's still moving. I find it hard to believe that someone would be tapping your power, but I find a $800 electric bill even harder to believe with only 2 600's.
Even if by some chance you had bad...
I just recently tried dutch passion blueberry. Watch out for hermies, it wasn't really bad I let it go all the way through harvest. Found some seeds here and there, just keep an eye out.
