do carbon filters need to be exhausted, or can they be placed in the grow room with a intake fan?

im having a hard time ive using a wet paper towel in a plastic container with a top. ive been noticing they all germinate fine but when i put them in the soil like 2 out of 8 popped up. so any suggestions as to why?

I just planted my seed, should i have my lights on? and if not how long should i wait until i turn them on?

it looks very ghetto. but it will improve with time. this is just a small grow i wanted to do and its just a party cup but i might end up transplanting. i dont have any good lights at the moment, so this is the best i could do and dont mind the computer next to it, its not involved in the grow...

im thinking of getting a HPS light system im in between 150, 250 and 400. will i need to air vent the system?
