If you have 12 plants growing under one or even two 400 watt lights they all aren't going to get as much light...

You must teach me how to do that. I grew 12 plants under those two 400watt lamps and grew the shittiest fluffiest bud ever. Well, it wasn't mech but it wasn't good either. After that experience I'll be following the 200 watt per plant rule. Are you growing SoG?

Yes. It rarely gets that hot. It's pretty steady around 90 and on colder days (I'm piping air in from outside) it stays around 80-85. I can't figure out a way to fix it. It was pushing 100 everyday so I added another vent fan and an oscillating fan and that cooled things down.

Pretty new to this but it's always good advice to just start flushing them with water if you don't know what else to do.

I'm using tap water and letting it sit out overnight. Don't anyone worry about being a dick! This is only my 3rd grow ever and I still don't know a whole lot so go ahead and call it like you see it.

I don't think it's thrips I've inspected pretty closely and the damage doesn't seem to be the same as it would be if it were thrips. I've been applying Einstein oil for a while too. Maybe that has something to do with it?
