2nd Outdoor Grow

Hello everyone, this is my second outdoor grow, but my first time starting plants indoors so I may need suggestions as far as that goes. With that being said, feel free to leave comments, questions, or insights. Being inexperienced I will be asking a lot of questions and to simplify things, at the end of my posts I will make a section for questions. Here we go...

The Dealio
I bought 10 Afghan seeds and received 10 free seeds. Of the 10 Afghan, 9 germinated but of the 10 free, 2 germinated. I was half expecting this since I was told the free seeds are poor quality. This makes good sense. All 11 plants are good, with the exception of one Afghan that I kind of expected had gone rotten while waiting for the other seeds to germinate. I'm getting 4 more white widow clones, obviously already female. I would be very happy to bring 10 ladies outdoors, including the already female white widow. I'm currently running two, four foot, 40 watt, cool white fluorescent grow bulbs putting out around 5000 combined lumens in a pretty small closet for 24 hours.

Forecasted Plan:
Before going on with dates I should mention my lease ends April 30th so I'm pretty inflexible as far as that goes. I realize I'm kind of rushing the process but this is something I have to work around.

March 8 - Germinated seeds go into soil
April 2 - To avoid taking more plants than necessary I will change the light cycle to 12/12 to sex
April 16 - Hopefully plants will show signs of sex and its back to vegetative growth 18/6
April 25-27 - Off to their permanent home

And that is all for this post. If there's anything you think I'm doing wrong please let me know. I've posted some pics taken just a few hours ago (March 13) A partner is holding the light back while I snapped the pics, usually its about 2 inches from the tops.

Questions:
1. When does vegetative growth 'officially' start?
2. When should I start using nutes?
3. When should I kick the light back to 18/6?
4. Any light shed on potting sizes would be appreciated.
5. Any comments on the dates. I know its not ideal but will I have problems?

You may notice that the pots in the first pics I posted weren't exactly full. Today I went out and bought some more soil and a timer so I can switch to 18/6. The plants in the first pics were grown in a soil mix designed for seedlings so I bought some normal potting soil with a little more nutes in it. I had one extra pot (at all times keep in mind) so I filled it half full and transplanted the plants on top of the new soil and added a but more on top to support the stem. Anyway they've grown quite a bit since the last post but since we added more soil they don't really look like it. The stems are pretty weak so I've started putting a fan on them.

Questions:
1. If you can tell from the pic, does it look like they're stretching? It does to me but I've kept the light very close to the tops the whole way along.

Hey everybody just here to give a little update. I don't really have a whole lot to say, lighting is still 24 hours, no nutes yet, don't think they're stretching or being over-watered so I think I'm doing well so far. A guy I know is offering several clones (10 or more) for only a few of ours, he's been growing the same type for a while and wants to try some variety so I figure it works out good for both of us. Could be something to look forward to in te future. Anyway, check out the pics, for some reason the light seems to look really far from the tops in all the pics but I can assure you they're at most 3". Peace.
