Common unless it's a trait to the strain. Each node they should add blades until it's "mature". You don't want to flower anything before it's mature. Eventually you'll have "full" fan leaves. Then leaves will stager side to side. I consider both these needed for it to be " mature".

FYI. The blades of a leaf are called leaflets, so it is one leaf with 3 leaflets (also called blades). They will normally reach 7 to 9 leaflets on a healthy plant while some plants on occasion can grow 14 or more leaflets.

I prefer to say "stable" over "mature".......The plant is considered "stable" at 5 leaflets.
Never bloom a plant that is not stable.
Stress to a plant can cause it to become "unstable" and throw less then 5 leaflets again. Changing lighting times to re-veg is the most common......Nutrient mistakes can also....usually in veg.
