600 watt digital dimmable.apollo only fires mh

Why does an apollo hoeticulture 600 watt hps/mh ballast with cool tube only fire up the metal halide bulb. it is new and came with 1 bulb each.I figured the hps bulb was bad because it didnt fire but the metal halide did. Today i received a new badass bulb hps 600. it wont fire up either? Am I doing something wrong or is it a technical issue.
what can I do?

Have you checked if there is a switch to HPS in the ballast>?

2013-08-27 23.05.53.jpgYes.the only on the ballast is the dimmer knob and the 2 cords going on.unless im completely missing something i think the ballast is jacked up

They're almost all made in china probably by the same factory the american companies just put their brand name on it. Sometimes you win sometimes you lose ..tell them about it, you shoud have a warranty. My 400w Apollo ballast has been running great for a long time.
