A Few Questions About Fertilizing My Plants

Hi, I have two Hollands Hope grown from feminized seeds at about 40 days old. Their growth was severely stunted at first due to bad weather, but in the past week the sun has been very bright and they have grown to about a foot tall now and have 3 or 4 layers of leaves so I am going to begin fertilizing them with Jack's Classic vegetative fertilizer (20-20-20) until they begin flowering, at that point I will switch to the blossom boosting fertilizer (10-30-20). I have done some research and just want to check my info out with you guys to reduce the chance that I fuck things up beyond hope.

I am going to start at 1/4 strength and feed the plants about twice a week, the second week I will move up to 1/2 strength, the third week 3/4 strength and by the forth I will use the full amount. From grow reports of other people I have been told Holland's Hope takes fertilizer very well and is hard to burn.

I was wondering though if you are supposed to use the full gallon of water at each feeding or just water the plant like normal. The fertilizer is supposed be mixed at a ratio of one scoop per gallon and was wondering if I am supposed to use the entire gallon of water with fertilizer per feeding, OR just water the plants like I normally do and just keep using the already mixed fertilizer until it runs out and I need to mix more.

Thirdly I was thinking of fertilizing my plants today, the only problem is that I watered them on Saturday at around 4:00 PM and I have heard over watering is a common cause of plant death and impaired growth in addition to causing a shallow root system (I have been watering about every 3 to 4 days so far with good results). So I was wondering if I could foliar feed them for today since my plants are looking like they need nitrogen at this point, showing all the signs of deficiency. Would foliar feeding prevent over watering, or would it result in the plants taking up too much water anyways?

I have a spray bottle which has an atomize setting and would mist the plants on the top and bottoms with fertilized water until they drip. Then wash them off with a little bit of plain water after maybe 15-20 minutes.
