AC adapter for PC fan - only 1 wire?

Indeed it should, but it's often a case that people don't look at things close enough so thought i'd put it out there. As has been said, if it were just one wire then the adaptor would not function.
That's why I'm confused though. I stripped some insulation off the white wire and the white wire is the only wire. I know it was a functioning adapter before.

The wire inside the white insulator is silver in color too... I was expecting copper. I guess this is what happens when things are made in China?

Now, humour us and hook it up to a fan.

If it doesn't spin, swap the leads... but the black wire should link to the outer sheathing and the red to the inner white wire.

I hooked it up and it works fine. Hopefully I'll be back on here soon with a grow journal. I just got my seeds today, but I have to seal my PC up before I begin.
