Adding Nutes

Ok, I know this question has been asked around 1,000,000,000 times but I had a question on adding nutrients to my plant. The oldest one is 3 weeks old and I heard that was when you would be able to apply nutrients. I'm using Fox Farm Grow Big. The directions say to add 1 tsp for ever gallon. Though most people say to "dilute" it... would that be just adding more water or less nutrients? Also when do I water the plants with the water that has the nutrients in it?

use 1/4 strength for first feeding and then go up to 1/2 strength from then on, don't go buy the directions unless u want nute burn...id only use 1tsp per gallon if the plants are over 4 feet tall

Well since they are only around 3 inchs tall should I even add nutes yet and if so I was going to plan on adding 1/4 strength.
