Are these good replacement fans?

Hi,

I have been looking to replace the fans in my pc grow case as I just can't sleep with the noise.

My current fans are:

It says it has a noise level rating of 17.5 dB(A) but they are cheap so I don't believe that. Also it is 38.4 CFM.

I have found these SilenX fans with a noise level rating of 11 dB(A)and 21 CFM.

I am currently running 3 20w cfl lights and I was wondering if the SilenX fans would be good enough to replace my current fans.
