Maybe in Sydney during the 80's and early 90's if you had a big enough brown paper bag

Definitely never happen, governments don't want lots of small producers, they want a couple of big corporations. It's far easier to collect taxes and bribes from 3 companies than 300
The company that controls the poppy industry in tassie already has the states cannabis industry sewn up for the foreseeable future.

Someone i know has a CBD growing licence. He went Hemp then applied for CBD.
He had to source his seeds over seas and get customs clearance- took 12 months. Can only sell to Tas Alkaloids and had to have a contract in place with them before he could apply for a license. Cost him a fortune so far. He is hoping the licence he has is worth something to an investor to actually make it profitable.

Not sure the regs inTas but up here you can't extract CBD under a Hemp licensed, you need a medical cannabis licence

He started with a hemp growing licence, which has been relatively easy to get for many years but very restricted on size- stilla shit ton of red tape. Once he had that he applied for a CBD growing licence which he now has. I dont think he can do any extracting. His product must be sold to Tas Alkaloids. Which would have all the licenses and wholsale contracts.

That sounds about right, it's a fucked system. I'm half heartedly putting an industrial hemp application together with a investor but it's such a over regulated shit fight I don't really want to continue with it
