bad flourescent bulbs?

Hi I bought a new wave t5 flourescent light fixture and it is a 2 bulb 4 ft fixture. I had bulbs sent to with it and one came shattered and the other bulb has a sound to it when you hold it back and forth "like something is moving inside". I got 1 replacement bulb from the site i ordered from and the second will arrive sometime soon. Anyway my new bulb has that same type of sound when you move it back and forth "like maybe something is broke in the bulb. I have never used flourescent bulbs and im wondering if that sound means they are bad bulbs because they dont seem to work. Can anyone help me to figure out if this is a bulb problem or the fixture itself? Is it normal for a 4 foot t5 bulb to have something very small that will move back and forth inside the bulb when you move it?

Pretty sure that's not normal. Who delivered that stuff, UPS? I woulda filed a claim fast as hell. My Aunt has a tanning bed and got crushed bulbs one time, filed a claim, and got replacements asap.

but that isnt to say its dangerous either. ive had a few bulbs that made this sound, and they continued to work with no problems. i also seem to remember this happening to old incandescent bulbs, that also worked just fine. PERSONALLY, i would just use it to save some flow. if it isnt generating abnormal heat, if it can be rattled while on and the light stays on, and if it isnt suffering any loss of brightness, then chances are its fine.

again this is my opinion, iam a cheapskate.
