When is the best age or height to either 'TOP' or to 'FIM" Can I do it in the flowering phase or does it have to be done in the 'Veg' phase?

You'll want to top in the veg stage.... when the plant has about 4-5 nodes visible. Simply count down two nodes and top.

Serapis's advice is solid. Some guides say as early as the third true node. But for the sake of good advice, the 4th to 5th nodes will be the best. And i'm re-iterating it.

No, you can still LST the plant if height is the issue. Just tie a cord to top of plant and gently pull til you get the top stem at about 90 degrees and then stake it.

So I could 'Top' or fim say 7 days after I put them into the bloom phase even though they are already about 2 to 3 feet tall?

Dont top in flower. You can top your plant at any height, its as simple as cutting it in half. Theres nothing special about.

I would not top in flower. I would LST or pinch, but not top of Fim.
agreed.

The ONLY thing i would do in flowering is LST to control canopy height.

i have tried topping fim'ing and supercropping as late as 3weeks into 12/12 and its not something i would recommend as it heavily stunts true females and can cause hermie issues with feminised plants.

LST or dont touch it.
