im not sure about restricting breeding, but i definitely think that all soon-to-be parents should have to take, and pass, a parenting course. i think that there are way too many people out there who have children and dont know how to take care of them. and people might argue about maternal instinct and such, but i think for the most part, humanities natural instincts have been quite suppressed by societal influences. i do think that its sad to see kids who have such moronic parents. and i have seen some real winners in my lifetime.
