Buds are not growing

I had a similar problem and come to find out it was fungus gnats, soil was full of larvae and it slowed the shit outa bud growth

with all that LST, defoliating & bugs- I think I'd be stressed too!
She's probably hermied due to the stress, also, she'll put her energy into creating seeds & not buds, so expect much lower yields.
When you pull the balls, spray with water too to stop the pollen spreading.

Key is to have her all trained & ready by the time she's flowering & not stress her too much. Try applying your nutrients every other watering. If you haven't given her a thorough flushing with plain PH'd water, try that too, you've probably got some nutrient salt build-up in your soil.
