buds hard at harvest,but not when dried/cured?

hard as a rock at harvest, I dried slow as possible...in the end airy,not tight or hard,,,still good smoke...what am I doing wrong?

your bud will hold moisture inside, it will harden up as long as you cure and expel the moisture.

Did you actually cure the weed after it was dried?

I mean mine do that if I only cure for like a week or less. after about two weeks curing they are pretty damn solid.
