Depends if it was the bulb or the ballast. a lot of the cheaper bulbs have no warranties while most cheap house brand bulbs have a 1 year warranty (ex: Maxlume,Ultra Sun)

If it was the ballast than It would say on the box or you could type your model. Most magnetic ballasts have a 5 year exchange warranty, while certain crappy like the budget grow II only come with a 2 year warranty. Most electronic ballasts have a 3 year plus 2 year prorated warranty. Your hydroponic supplier or your manufacturer are both liable to replace them if they are under warranty. I would start with who you bought it from

Usually it takes a disruption in the light cycle for a few consecutive days (3-4) could confuse the plants back to veg or turn em hermie, Get ya lights fixed ASAP homie. However dropping the lumens as long as there on the same timing schedule, Problay just some dense and then airy buds :-( Get ya HPS str8 so you can get some density!

The floros will keep em alive but defiantly will stunt the growth some especially if you were using a monster light like a 1000 but just try to replace it ASAP

well i ended up getting a new ballist and 400 watt hps plus 400 watt mh. dropping down from 1000 to 400 should be ok right? i think it will help keep from burning the plants, so could be a good move. Thanks for the input, im sure ill have more questions.
