California A.B. 390 - What does this mean for medical grows?

So, Assembly Bill 390 is coming in about 5 days. If you haven't checked it out, its right here:

What does this mean for Med. grows, because it looks to me like its gonna put a stop to them.

some of the stuff I read was a 5000 dollar fee for a license, a written security plan that describes how the cultivation area will be secure, and proof of the source of revenue to pay for that security, among other things. To me it sounds like they are just opening the market for the cigarette companies to walk in and take it over.

It sort of sounds like what all pot smokers have been wanting for years, legalization with taxation/licensing fees for commercial growers. The 5,000/2,500 licensing fees were the max amounts, Maybe for small time commercial growers the fees would be less, but, like all things government, it definently favors the rich for commercial growing, IE cigarette Manufacturers. In case you didn't know, in the 70s, the big tobacco companies claimed the rights to the popular MJ names, like Acapulco gold, Panama red, columbian gold, etc..

Last monday, the bill was ammended to exempt medical marijuana from all fees, etc. that the bill would introduce. Essentially, this means nothing for the 1996 law. Additionally, under the original wording, each person 21 and over could grow up to 10 plants at a time with no fees being paid, as long as it is not sold. Although, they changed it (at the same time) to say six instead of ten plants :( Hope this clears things up for everybody!

I didn't see any place in the bill that would change the medical marijuana laws. So ... should we assume that the plant numbers will still be set by each county when it comes to a personal grow for medical uses?
