Calyx's and seeds

Is the calyx of a mature female the most potent part of the bud ? If a female is fertilized and those calyx's go to seed is the skin/material that covers the seed going to be potent as well ?

From what i read in the latest issue of high times, the calyx's or "hairs" have a very minimal thc content. However, the bracht (the little pod the seed is in) will allegedly have a very heavy resin/trich development because the plant wants to protect its seed.
