A bill introduced in the Minnesota Legislature on Thursday would make it legal for farmers to grow medical marijuana and sell it to dispensaries in states where marijuana can be legally used for medicinal purposes. The Medical Marijuana Production and Export Act would direct the state government to develop a strict licensing plan for the potential grower and cites a positive economic benefit for the state’s agricultural sector.

Currently, sixteen states have legalized medical marijuana including Alaska, Arizona, California, Colorado, Hawaii, Maine, Michigan, Montana, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, Virginia, and Washington.

The bill (HF662) would allow Minnesota farmers to grow and export medical marijuana to those states. From the bill:

The legislature finds that the production and export of medical marijuana can contribute to the state’s economy and agricultural vitality and can be regulated so as not to interfere with the strict regulation of controlled substances in this state. The purpose of the Medical Marijuana Production and Export Act is to strengthen the state economy and its agricultural sectors by authorizing the development of a regulated medical marijuana production and export industry while maintaining strict control of marijuana.

And:

(1) the person will produce, process, and possess marijuana only for export and in full compliance with this chapter and any corresponding rules promulgated by the commissioner; and (2) any consumption or unauthorized possession of marijuana will be prosecuted to the fullest extent provided by law.

The bill’s authors are DFL Reps. Phyllis Kahn of Minneapolis, Tom Rukavina of Virginia, Frank Hornstein of Minneapolis, Tom Huntley of Duluth, Karen Clark of Minneapolis, Jeff Hayden of Minneapollis, and Leon Lillie of North St. Paul

I don't get what's not to get, it all seems very clear to me and is all explained in the article.

Farmers can grow pot and export it to states which have legal MMJ and sell it.

It seems to rather portray them as well, unlikable! They won't let people of their own state smoke it under health reasons or gangs or whatnot, but they are happy to let other amerians in different states smoke and whatnot, seems to rather invalidate any ethical reasons they have for keeping the smoking of it banned.

it just seems like a huge tease....im goin to be starin at it for months but cant touch it (legally) next they will have to make some ridiculous rule so they can test us.....just seems like they should just go one step farther and let us get our cards too....cuz i KNOW these ppl growin are goin to "test" their product...just seems like theyre lookin for trouble

I think that there would have to be huge legal parameters in the bill, for example testing to see if you're using, heck, i've stuck my fingers in my mouth and felt a bit tingly after i've been with the plants, are they gonna start arresting people for licking their fingers. This bill would either have to be farms under extreme security and control, or well, they are just opening a can of worms.

I certainly hear you on it being a beautiful flower, i'm looking at getting a good digital microscope and getting an alienesque close-up of trichomes blown up to poster size. And there is something about seeing cannabis plants with a blue sky background :)

The real reason for this bill is because the Minnesota senate has passed a medical marijuana bill twice (count it TWICE) and governor Tim Pawlenty (Running for United States President 2012) has vetoed it repeatedly. Therefore this is the desire of our senate trying to work around his clear and outright ignorance towards the desire of the Minnnesotan population. Same way medical marijuana is the cover story for marijuana legalization. Just one step in the right direction.

Seriously that is some fucked up shit. Minnesota will lock up people that grow and sell and waste taxpayers dollars and then turn around and grow and sell marijuana themselves. What a huge steaming pile of hypocritical bullshit. In all actuality though this is a good step for you, this paves the way for a true medical bill for Minnesota.

There is no way that scumbag will be president. So we don't have to worry about him stripping us of our medical rights or sending DEA goons to bust shops and growers.
