cfl wattage per sq ft

What sort of wattage per square foot should you look to acheive with a cfl sog closet setup?

i have a 2' x 2' mother "room" and a 2' x 5' flowering space.
i currently have 6x 20w 6500k lights in the mother space.
is this enough for the mothers? the entire flowering space will be full once the mums are old enough to clone and want to know how many lights ill be needing. I figured somewhere around 24 x 23w 3000k bulbs? remember this is sog, so i dont need much side lighting...
(these are the highest wattage cfls i could find in my area...)

I'm new at growin. I got two 6 1/2" plants in a empty fish tank(with alumunum in the inside), I wanna know if I could grow a good plant all natural, no frertilizers. Im keepin it on 20 hours light ( 2 25wt fluorscent) and 4 hours on the top pourch, to get fresh air. I dont wont it more than a 1 1/2 foot long because police come through like every 15 min(live in ghetto LOL). I wont to know from an expert if im goin to be sucessful in growing my plant?

maybe this should be in a new thread?
and keep in mind a plant doubles in size when you flower, so you might want to do that soon to keep it short
