Short answers.......yes and yes;)
6500k bulbs are used during the veg stage(before flowering)
Make sure you get some 2700k bulbs for flowering.
Remember a mixed spectrum is better.....
.....just an example:3 6500k bulbs and 1 2700k bulb would be good to start with

Yeh I know I'm planning on using mixed with higher proportion of 2700k during flower I'm just curious if these 25w=125w will do the same as normal 125w cfl

lol.....if it's a 25w-6500k cfl bulb .....it's good to use.

Not sure what you mean by if it will do the same as a normal 125wcfl

I got you.......that 25 watt compact fluorescent bulb is equivalent to a 125 watt incandescent light bulb.

An actual 125 watt cfl bulb would be a big bulb with a mogul socket.

So I see so it's not that good comparing this to normal 125w cfl
