Cheap and fast, like we all like it.

Basically, I wanna know how I could grow really fast and really cheap. From seeds. I put them in a wet paper towel today.

Only way to grow fast is to buy a short flowering strain, it grows as fast as it grows. Shortest you will realistically be looking at would be 7 weeks of flowering, more likely 8. You can put it into flowering whenever you like, straight from seed if needs be, but quick grow = less bud. If you don't have patience (or shit loads of clones in a SOG) then you won't get very much return.
