Well, first you should seal up that door or cover it with something so the light doesn't shine all over. Second what is with the top lights and fan, for mothers or something? 3rd, you need to have an intake and an out take for the fans to effectively remove the hot air. Personally I would remove the CFLs and go for 2ft tube lights, they are cooler and have better spectrum for plant growth(if you get the ones for plants, Home Depot or Walmart has them just say its for a house plant). Then I would build(or buy) a little hydro system and then put clones strait into flowering.

why should i seal the door? will it be better for the plant? the fan is up top because heat raises and there is a shelf above it so i can sprout new ones. i leave my door to thr grow open most hours of the day. air flow is pretty good i would say. i can put an outtake cuz i dont have the tools and i dunno how

Sorry man, I don't mean to be rude. In general though, CFL setups bug the shit out of me. Not your fault. I understand you're just starting out, so I guess it's ok. As far as the section on CFLs goes, look in the subsections of the forum. That should be able to guide you for your grow.

I have a few different stages for my op. T5's for cloning and early vegetative growth, a 400W metal halide and ebb and flow table for vegging in the intermediate stage, and finally 2, 1000W HPS on a LR5 commercial drive with iceboxes for flowering with a top feed drip system on rockwool slabs. Sorry, I don't post pics.
