Chiller help please!

I have 2 1000w being cooled by a 1hp Ecoplus chiller and 2 6" Ice Boxes. Well, not yet anyway. I kick the pump on for the first time and it seems the water is making it into the chiller, but that's as far as it goes. The water in the tubing from the pump to the chiller is going back and forth, like it's trying to pump it through, but can't. I took off my connections, there was water that poured out of the inlet, but the outlet fitting was dry. I seemingly have everything hooked up right, with the recommended pump (ecoplus 1056) but no cigar. Is there something I'm missing???

Ok so I figured it out. There's these little plugs on the inlet and outlet if the iceboxes I didn't take out. I guess I didn't realize they were solid plugs. So that was the blockage, but after everything was flowing correctly, I turned on the chiller and it powers up, but when I set the temp below the current water temp, the cooling light comes on but nothing happens. Any help with that one?
