You can but they will take 2 to 3 times as long to root as they need to "switch" back to veg state. The survival rate will most likely not be as high as well.

12/12 from seed or clones with little to no veg time. I run clones in the flower room with no veg time always.....a 10 inch clone will end up being about 20-24 inches after a few weeks of flowering. Best way to keep plants small is flower straight from clone or spend the time doing extreme LST/supercropping and tying everything down......bonsai if you will.

keep a plant small by using a small container and topping, taking a clipping from a flowered plant is down time, revegging anything is down time. Why not clip the bottom of the plant the day of flowering, veg it until harvest and repeat ?? No wasted mother plant, originally all cut from the same mother and zero down time, plus a higher ratio of successful clippings, saves space as well.
