No bulb is too strong for cloning if you move it far enough away and control the temperature. I think 3' away is ok for a 250w.

I'd go with flouresent for cloning. I prefer four foot cool white tubes. A 250w/mh would do better for cloning than a high pressure sodium.

I totally agree that fluorescents are best for clones.

Even though MH's often have a better vegging spectrum than HPS's (this is becoming less of a rule as bulb technology progresses), the light spectrum won't really affect the cloning process. With clones, the light is mostly to separate the parts of the plant that shouldn't grow roots from the parts that do.
