Do you mean time? It depends on your method of cloning, the cutting you took (woody or pulpy), and your environment. I've been anywhere from 3 days in a bubbler to 4 weeks in pro mix.

So long as the cutting hasn't gone woody and is still pulpy (soft, usually green skin on the cutting stem) the cutting will root quicker than a cutting from a 24/0 plant in veg - has to do with the type of cells produced during long dark periods (stretch works well).

The 20 watt should do, but the cuttings should not be directly under, off to the side. If you use the 65 watt cfl for the cuttings and other plants just have the cuttings not directly under the 65 watt cfl. When the light is on the plant focuses on photosynthesis, in the dark more energy is used for rooting. Use 18/6, it'll take longer to come out of flower but you'll get your clones. When rooted go 24/0 to revert to veg.

Just squeeze the jiffy pellets gently to mold them up the stem a bit, a seal is important to keep the stem both moist and dark. Be sure to keep the pellets moist all the time.
Before transplanting the jiffys to a bigger cup/pot I cut off the white netting - I'm concerned about root constriction and a poorly developed root ball. It should decompose and expand with the roots but I haven't read anything about them so being the first time I used them I cut off to be careful. Use 3 or 4 cuts down the netting and be carefull that the peat doesn't split on the cuts as the roots that have gone through the netting are broken. Don't worry too much about that, they'll branch into new roots.
