Are you asking if it's possible to start spraying the female @ 3 weeks of flower?
What method of reversal are you using? STS or Colloidal Silver?

In any case, when reversing a female for pollen,it is usually instructed to spray before the stigma have formed.
STS you can spray at flip to flower and again at 7-10 days. She'll reverse then. You MAY need 1 more spray.
Colloidal Silver you can spray a week before flip and 1-2 times a day until you see sacs forming. Or spray at flip and continue the same recipe as spraying pre flip.

3 weeks of flower= you have stigma already popping. I haven't let a female go that long and try to reverse her. It MAY work but it'll push very thing back a few weeks, that is IF she turns. The sprays block the ethylene hormone from building up,which is a flowering hormone that makes the stigma pop. At three weeks she has built up enough of the hormone to actually start flowering.

In conclusion, perhaps it will work but it'll be a long process. Sorry I couldn't answer your question with a more absolute answer.
There will be others that'll chime in that may have tried this that far into flower.

I tried reversing after the plant was already flowering and it just kept flowering like normal. You need to spray before female flowers have already started to form.
