From looking at it,I'd say that its Powdery mildew, is it just powderery or is it weblike?..,
what is your grow area like? are you foliar feeding?,how are the temps?/humidity?

I am saying this because most causes for powdery mildew are usually caused by damp/humid an poorly ventilated conditions.
You could spray a fine mist of alkaline water and bi carb on the effected plants to stop it, but be careful not to soak the budsites as you may get budrot!

the red stems may well mean this babe has been outdoors, maybe during the day?

either way its been weakened considerably,

if that covering isn't lava ash or some Hollywood spectacular

I'd be keeping her warm and comfortable 24/7

if it don't wash off treat as for bugs with neem oil sprayed 1x time per day

neem is systemic, the plant drinks it up thru the soil or theu the leaves

makes life for bugs and critical RIU members ....lol

good luck

ps imo its WHITEFLY notice how the attacks are so random unlike other critters
