Design of Space Bucket for Seedlings

How many 23W CFLs would you use in a 5-gallon "space bucket" that was only going to be used to start seedlings? (They'll be in the bucket for about 2 or 3 weeks, then they'll get transferred to the grow tent.) Thanks.
