Does anyone mix water with their bug spray solution

I have a nature's cure insecticidal soap, it's (ph over 9) should i mix it with water and ph it down before using. Do other people just spray their bug solutions straight from the bottle?

go for the cold pressed neem oil, just today I put some in my cats ears
