does this look like powdery mildew?

The lighting isn't the best in that pic, but from the distribution between veins I'd say what you're looking at is the hairs which the plant uses to insulate itself from the environment and make it more difficult for insects to travel on it. Powdery mildew usually forms in random circular spots.

yeah maybe I'm just being paranoid. Experienced powdery mildew with my last grow due to high humidity. My tower fan motor seized up on me and had to wait for a new one. Haven't even put new one back in since cleaning everything.

Use Neem oil as a preventative if you have had PM in the same room or area before.

your plant is really small there ,i have never seen PM in a small plant or in veg ,i have only myself experienced PM in flower when buds have weeks left to go .

as above says neem oil is a good prevention for your young plants in veg ,when there bigger spray a few times as instructed on label lights out with warm water a couple of times ,this should help prevent you getting it later on .

as in another post ,i would recommend buying a dehumidifier for your room ,they are bit expensive but will prevent mould & PM .I have never had both since .
