looks a tad overwatered but fine, hows the drainage in that containter and or soil?
looks like you mostly should add more lights if you want more growth, if you add any ferts, id add a miniscule amount.
and small for what? if you are using cfls, then thats fairly normal size for the age and type.
tip for watering, its best if you completely drench the soil when watering, preferably a inch of runoff, but at least some runoff, the soil should be wet through and through.
othervise the roots wont fill out the container properly.
then wait till the soil is bonedry, you can tell by the weight of the container or if the soil is receding away from the sides of the container. its allright if it wilts a bit, it gets quicker over that than overwatering.
and then drench it again.
also you shouldnt have the container much larger than the plant, far easier to over or underwater it (thoughyours looks fine at this stage)
