Cal/Mag is actually better to use, but epsom salt works in a pinch...and its cheap.
When you grow with hydro, you always need some sort of calcium/magnesium supplement.
When you grow in soil, you generally dont need alot of magnesium as there should be enough in a good soil.
BUT... hard water (most tap water) has alot of calcium, which will bind up magnesium, so youll get "too much" calcium and too little magnesium for your plant to take up properly. This is why magnesium deficiency is so common with newbie soil growers.
If you water with distilled water, you need to add Cal/Mag to it. If you use de-chlorinated tap water, you need to add a pinch of magnesium to balance with the high calcium levels. If you use de-chlorinated soft water (reverse osmosis), you shouldnt need to add a cal/mag supplemet but your soil should have dolomite lime added for its calcium source.
But the best water to give your plants is usually 50% de-chlorinated tap water with 50% reverse osmosis water, as it keeps the proper magnesium/calcium balance :)

hope that helps clear things up :)
