This is why I'm not a big fan of food globalization, or even the domestic centralization of agriculture. Creating these dependencies of a core item like food will make hard time turn into desperate times.
The trouble is, private farms cannot compete with corporate ag. Or afford to rent as many legislators.
It would take some creative legislating, but it could be done.
