Fan for starting sprout

when everyone has like 2 or 3 lights on their sprout do they use a fan at all?

yes,

it helps move hot air from lights

it helps make stronge stems

Very slow, very slow that is important, you can wind burn you little guys very easily....
Think about it in nature, how much wind do they get so low to the ground? Some, but not as much as a full grown plant. Just keep the wind very slow...
