First actual "room" grow room

Hello all, first post here

I'm nine days into growing in my first real room with specific equipment, rather than hand watering under floros in a closet. It's been exciting as all hell, and things are going well for the most part, but I have a few questions for the masses here.

First, how do you gauge when to transplant rooted clones to their final buckets? I bought mine in rockwool or peat cubes, then planted those in coco in plastic beer cups to get sort of a "root ball" like I've read, before moving to their final containers. Does the root pic below look about right or overkill?

Also, my second batch of clones is three days into the cups(batches because the clubs here rarely seem to have more than a dozen), and is proving more problematic than the first batch; most are doing fine, but a few are burning and curling beginning at the leaf tips, and one has died. I changed their distance from the lights several times, but that seems to be no help, and I'm using the same nutrient/root booster solution that i am with all the healthy ones. From the pics below, any ideas anyone?

Oh, setup is 3 4x4's, 3 1000w HPS air cooled, 6'' in 8'' out with can filter. Currently vegging plants and clones under the HPS until I finish an enclosed area for a MH+LED vegging box.

Thanks for the response, I was transplanting that one when I took the pic, my question is, does that look like overkill, i.e. can I let it root less before repotting them?
