First grow - need input

So far i have 14 plants growing in plastic cups inside of a large tub with foil around the sides,
they sprouted not too long ago (about a week maybe)
i started with a 75w floro that was too far away and some of the plants have really stretched, so i put a little fan on them for a day but it was probably too early and one fell over but is leaf up and still alive
EDIT: floros are 75w

i now i have 3 of the 75w floros and the plants look nice except for the tallness

but i was wondering if these lights would last me through the veg/grow cycle or should i upgrade with a few more and perhaps a cheap HPS bulb?
i cant let them get huge or anything just a couple feet or so
and when is a good time to start using the fan?
also... when i transplant to pots can i bury part of the stalk to save on height?

Only 180 watts for 12 plants? Yeah, time for a 400W HPS.

Yes, one way to deal with stretching is to bury most of the main stem when repotting.
