First Grow: Weak Stem

1st grow outdoors, plant is 3weeks old, lower roumd leaves seem to be dying off but stem looks brindle and weak is this a nutrient diffeciency?

its totaly normal for the lower leaves to die off.
but u didnt mention height which is a key factor
alot of thin stalk is caused by "stretching" which is a light seeking behavior.
if its short with thin stalk, in unprepared ground, it could be lockout but is more likely to b a ph issue.

and yes ph problems can and do cause lockout.
but first look at how much direct sunlight it gets in a day

The plant has just started to sprout its 6th leaves, it seems to be growing just fine. . . just curious and at the same time looking for experienced growers opinions
I would say that the plant is a little under 3in, and i would say it gets at minimum 12 hours of direct sunlight but there is a cool white florescent bulb that I turn on at night to give it some extra light

That is small 3" for 3week old plant. Maybe its too much the 12 hours direct sunlight and the cfl on such a little plant.
Try cutting direct sunlight to 9 hours ,stop the cfl and get some mulch around it to keep soil cooler in middle of day.
